When are the changes to the class rules for 2004 going to be posted for us to review.

The Rule Submissions have not returned from ISAF yet. There has been some wording issues when these changes are included in our Class Rules. I have been assured that it will not be very much longer.

I don't know if this was the intended but the change from having a minimum cloth weight for sails to a bag weight may be in effect obsoleting pre-2003 sails.

Some sailmakers are already promoting that their new 2004 sail designs under the new rules will have heavier panels in the load areas and then use lighter panels (than allowed prior to 2004) in low load areas.

Presumably, the sailmakers could also redistibute the weight using light panels on top of the sail and heavy panels at the boom. The effect of putting the weight low is not insignificant.

There is also the practical matter the weighing and how one is going to account for optional features such main slugs and different densities of the boat rope. Another issue is that polymers such as polyesters and especially nylons will adsorb and/or absorb water right out of the air depending on the humidity. This water will change the weight of the material.

Another issue is that a weight of a sail will likely change as it ages. How it changes probably is not known today, but it may be an issue when a sail is weighed in at one event right at 8Kg and then goes to another event later in the year and it weighs 50 grams less. What's the guy to do?

There are a million and one ways around this. The best solution would be to allow for stronger sail materials to be used. Carbon is not much more than the current norm in the class. As for the different cloth weights in different panels. It has been tried before. Good luck making those sails go fast after a regatta like the worlds. It's kind of like a 300 lb woman wearing a tank top. It's still going to stretch and when it does it will not look good.

I am in agreement with several of your previous posts. When you have such a tight restriction on sails it makes it hard to compete. There are some people in the fleet who are super fast with old rags. It can happen. Sail management is the key to most of this.
To my knowledge you don't race your boat in one-design very often. I remember you doing 2 Class regattas last year. Lakefest and the Worlds. At Lakefest you used North Sails and the breeze never got above 8kts. At the Worlds you used a new set of UK's that were built in Chicago not long before the Worlds. If you are doing local club racing buy some phrf sails. There are no restrictions.

The only amendment I could see to the sail purchase rule is this.... You may purchase 3 sails in a calander year vs. stating that you can buy a main, a jib and a chute. If I want to buy 3 jibs I should be able to. However, if you decide to not buy any of those sails you can use the buttons again the next year. The Farr40 class allows the purchase of 3 sails per year. The first year you own a boat you may purchase 1 main, 4 jibs (different weights), 1 stormsail, 3 chutes. It would be bad for the class to go to that extreme. It would greatly favor new boats.

I speak for myself and do not represent the class officers with this response. So with that "safe harbor" preamble here goes: The bag weight rule is a step in the right direction. And in fact when we weighed the sails at the Worlds to get data points we found for the most part that all of the sail makers met the minimum bag weight. Yes sailmakers can play games with where they put the weight but at the end of the day with the one suite/year restriction this should force the sailmakers to address longevity, unlike other classes which have unlimited sail purchases controled by more comprehensive rules. Yes the owner that only makes one or two OD events/year can have an advantage over the owner that attends 6 circuit stops a NA's and the Worlds. But then again those of us that attend frequent events will plan that years sail purcahse around the event. Last year I purchased a new main for the NA's and new jib/spinnaker were deliverd prior to the worlds. Those will be my circuit sails this year.

In regards to the issue of sails that would no longer measure in they will be grandfathered. The only exception will be a situation where there is an obvious competitive advantage due to a rule loophole between the ISAF guidelines and the class rules we race under there will be a way for us to enforce.

In summary my thoughts are that the bag weight is a step in the right direction and as the class philosophy/racing continue to evolve there will be an evolution of the rules. Panel weights are hard to inforce without destructive testing (ie, cutting out a sample!!!-not my sails)-and yes the sail cloth manufacturers are not consistent in their specifications-another problem. The main intent is to keep the class growing and evolve with the general consensus of the membership.

The rules effective March 1, 2004 are now posted on the Rules page of our web site. Also the changes from 2002 and Appendix H-6 are also posted on this page. H-6 defines where the attachment point is for the forestay to the masts on both the US and French masts.
